Surface Pro 6 - Camera is being used

After a few months of using the new Surface Pro 6, I've noticed that my front-facing camera would occasionally turn on and being used (indicated by the red and white lights). I am not running any applications that would use the camera. It does go away when I restart it but it is still a continuous problem. Is there a reason for this? Am I being watched, getting hacked, or a virus?

    The best way to be certain it isn't software or malware is to do a wipe and
    reset from a downloadable recovery image

    Go to https://support.microsoft.com/en-us/surfacerecoveryimage   (with a different Windows computer if yours is not working properly)  and download a recovery image for your Surface. You will need a 16GB USB stick
    formatted FAT32 (use a Windows computer).  Best to purchase and use a new,
    previously unused USB stick for this. Use FULL format and not quick format and
    give the volume a name like surfboot.. There are full instructions and a video
