The sound is faint, but persists while the device is running.
It sounds like there is some sort of electrical problem.
I have noticed very poor battery life from the tablet portion of the device (less than 3 hours on average just listening to music and browsing the net). I wonder if this strange noise is related??
The buzzing sound is very irritating and it occurs all the time. I have installed all updates and have needed to reboot the device many times by holding the power button, as it freezes constantly (many times per day). Is there something with my device or is everyone's surface book 2 freezing and buzzing at the moment?

If you do an Internet search for "Surface Book 2 coli whine", you will find many discussions about the noise (if this is the same issue). As for the freezes, we need more information - does it happen when you are using a certain app or browsing certain web sites? Is there anything in Event Viewer right at the time it freezes that might supply a clue?
If you post more info on the freeze issue, we will keep trying to help you find and fix the issue.
