Hi Jena,
Welcome to Microsoft Community.
I'm sorry to hear that you're having trouble setting up your new Surface Laptop 4. The "melting ice cream" icon typically indicates an error or connectivity issue. Here are some steps you can try to resolve the problem:
- Check Your Internet Connection
- Ensure your laptop is connected to a stable Wi-Fi network.
- If possible, use a wired Ethernet connection for a more stable connection.
- Restart your router or modem if the connection seems weak.
- If the issue is related to a server-side problem, try setting up the laptop at a later time or using a different Wi-Fi network (e.g., a mobile hotspot).
- Force a shutdown and restart your Surface: Force a shutdown and restart your Surface - Microsoft Support
Enter the basic settings operation interface. You can follow the interface prompts to enter the Let us connect to the network interface for you. Press the "Shift + F10" keys and the system will automatically call out the cmd command box.
In the cmd command box, enter "OOBE\BypassNRO.cmd" (letters are not case-sensitive), press Enter to confirm, and the computer will automatically restart.
After restarting, the computer will enter the basic settings interface again. Follow the prompts on the interface. When you enter the Let us connect to the network for you interface again, the option I don't have an Internet connection (or temporarily skip) will appear. Click I don't have an Internet connection (or temporarily skip).
Click Continue to perform restricted settings to enter the next operation interface. At this time, you have skipped the network connection operation. Please follow the prompts on the interface to complete other configurations and enter the Windows system. I hope this helps. If there is anything not clear, please do not hesitate to let me know.Your SincerelyHahn. W - MSFT | Microsoft Community Support Specialist
