You shouldn't have to press the power and volume at the same time. Try this way: While holding volume up on the Surface itself (no external keyboards here!), press the Power button for 1 second to turn it on. Keep holding volume up until you see the UEFI firmware configuration screen.
Red Bar with Error Screen
I have a surface pro 5th gen. In the UEFI Settings all of the boot devices have been turned off. It won't boot from the USB so how can I get back into the UEFI to turn on the boot devices? The Volume Up / Down + Power doesn't allow it to boot from the USB or into the UEFI.
