Surface Book 2 throttling at 0.38 GHz

Hello, my Surface Book 2(i5 7300U, 256GB) often throttles at 0.38 GHz but when I detach the screen from the keyboard or I connect it to the charger, it stops throttling. I also have another problem. It seems that the detaching mechanism is broken on the left side of the tablet. When I shake the tablet I can hear that something is broken. It does not come off but it is not holding the left side. My question is that does the warranty cover any of these problems?

    What firmware version of the firmware package do you have loaded? What version/build of Windows 10 are you running?

    This was a known issue as far back as a year ago, maybe even longer.

    After months and months of ignoring it, they acknowledged over the summer, and then released a "fix" in October

    Even with the fix, I still see my device throttling down to .4GHz at times

    I wouldnt hold your breathe that they will ever fix

    I have pointed out several bugs to them and it takes them on average 6-18 months to acknowledge/fix, if they even fix.

    The warranty does cover the latch not working. Microsoft will replace your Surface.

    This has been a known issue since launch.

    Its likely to never be fixed.

    They fixed the biggest issues of it occurring.

    For me it still does it as well but only when i watch YouTube, causing video to stutter and become unplayable.

    And thats the only time it happens for me, i have to open task manager and pull the power plug out and magically it clocks up to like 3ghz from there.

    I just updated my Surface Book 2 today to version 1903 and it fixed the throttling issue. I check for more updates, and there was version 1909 available. After updating to version 1909, the throttling issue came back. My CPU goes down to 0.4 GHz when not charging. If it is charging, it performs normally, but the there are high CPU usage. Any ideas on how to fix this? I am not sure if it is just another update issue. Thank you.

    the same thing happened to me today I updated to 1909 and now it kills performance and I cat even play Minecraft without it throttling
