MS Surface Pro 9 will not connect to Olympus RS31H foot pedal

My MS Surface Pro 9 will not connect to a brand new Olympus RS31H foot pedal. I have the compatible (also brand new) ODMS transcription software, and the software just keeps saying the device is not connected. I am using the USB plug in the Surface transformer, as that is the only USB option there is. I have turned everything off and on and unplugged and replugged it. I don't know what to do next.

    Thank you Hahn, your reply was very helpful. I did two things - changed the licence key I was using from dictation to transcription, and purchased a USB-C to USB-A adaptor. The foot pedal is working now, so I think you were right about the power delivery from the USB plug on the transformer.
