It sounds like you are seeing this -> Surface turns on but shows a red bar and an unlocked lock icon - Microsoft Support
You need to turn on Secure Boot. The steps are in the article.

My Surface Pro 4 is stuck on a black screen with a red bar across the top with a white unlock symbol. It won’t boot and I have tried the manual reboot using the volume up and on/off buttons. Can anyone help? Thanks

I tried all the steps but Secure Boot doesn’t initiate it keeps going back to the same screen with red bar and white unlock icon
Any other suggestions?
