Just to help others, to boot off a recovery disc, press and hold the "Volume Down" button while turning on the device until the spinning dots appear on screen. Then you can release the volume down button and it should boot to the USB device.
How to Hard Reset Surface Laptop Studio (1st Gen)
A Surface Laptop Studio is stuck in an update loop. What is the method to initiate a hard reset from the off position?
To be clear, the laptop will not boot into Windows, therefore it's not possible to initiate a reset from in the OS.

If you mean to reset it to the factory state, please see Creating and using a USB recovery drive for Surface (microsoft.com). You will need to download a recovery image from Surface Recovery Image Download (microsoft.com)
