Kindly try running these steps below and see if the issue persist:
1: Check Date and Time
Check first if the Date and Time setting of the device is correct
2: Run Surface Diagnostic Toolkit
See: Fix common Surface problems using the Surface Diagnostic Toolkit (microsoft.com)
3: Check for Windows Update
Go to Windows Settings > Update & Security and select Check for updates
Make sure all updates need are installed including Optional updates
4: Run System File Checker Tool
See: Using System File Checker in Windows (microsoft.com)
5: Sign-out/sign-in on the app
Open Microsoft Store app
Sign out of the app then restart your Surface
After the restart, open the app and sign back in then test the app
6: Run the Windows Store app troubleshooter
Go to Windows Settings > System > Troubleshoot
Select Other troubleshooters
Look for and click Run next to Windows Store apps option
7: Reset the Microsoft Store app
Select the search nicon on your Taskbar then type this message below:
wsreset
Select wsreset (Run command) from the results
It will open a Command Prompt window, wait for it to close then restart the Surface
After the restart, test the app again
8: Clear LocalCache folder
Press Windows key + R
Type %localappdata% then click OK
It will open the File Explorer
Open Packages > Microsoft.WindowsStore_8wekyb3d8bbwe > LocalCache
Press CTRL + A to select all data inside the LocalCache folder
Press Delete
Restart the Surface the try again
