May I know first which Surface Pro 9 configuration do you have? Intel or 5G?
Please provide us also with the Windows edition, version and OS build installed on your Surface. To check, go to Windows Settings > System > About.
To troubleshoot, kindly try first running these steps on the device then see if the issue persists:
1: Run Surface Diagnostic Toolkit
See: Fix common Surface problems using the Surface Diagnostic Toolkit (microsoft.com)
2: Check for Windows Update
Go to Windows Settings > Update & Security and select Check for updates
Make sure all updates need are installed including Optional updates
3: Run System File Checker Tool and DISM commands
Open Command Prompt (Run as administrator)
Type and enter these commands below:
DISM /Online /Cleanup-Image /CheckHealthDISM /Online /Cleanup-Image /ScanHealthDISM /Online /Cleanup-Image /RestoreHealthSFC /scannow
Note: Allow each command to complete its process before entering the next command line
Exit Command Prompt and restart the Surface
If still the issue persists after the steps above, please make sure that BlueStacks is fully uninstalled on the device. You may do these steps below:
Open Control Panel > Programs
Locate and right-click on Bluestacks from the list
Select Uninstall then click Yes on the prompt
Open File Explorer
Navigate to this location: This PC > C: > ProgramData
Note: If ProgramData is not listed, click View on to then select Show hidden items
Once you select ProgramData, look for BlueStacksSetup
Right-click BlueStacksSetup then select Delete then close the File Explorer
Press Windows key + R
Type %temp% then click OK
A File Explorer window should open, press CTRL + A to select all items
Right-click on them then click Delete to delete all files inside the temp folder
Restart your Surface then observe if issue persist
