The white light indicates the PSU has a proper power connection. To see if the device is charging look to the icon on the right of the task bar.

I have the Surface Laptop 1 and 3.
I've noticed that the white light of the charge indicator never turns-off after a full charge has completed.
Is this normal?

Sorry for the confusion, I should have been more clear.
I mean when the lid is closed, the battery charge indicator never turns-off.
Every other laptop brand has the light turn-off or change color once fully charged, when the lid is closed.
Correct, the light on the PSU connector and whether the lid is open or closed are not related to one another. What you are observing is the expected behavior.
