Surface Laptop 3 1873 malfunction

The dropdown menu for 'Restore, Max, Min, Close' in the title bar  has been flickering and 'moving' about the screen, with the screen either freezing or  not allowing me to access apps or, most recently, items in the  Explorer window. When I remove the USB  for  bluetooth mouse and keyboard (MS package), and restart, the problem appears 'fixed' temporarily.  Is it the mouse/bluetooth/usb?  I have only had the laptop for a few months, and there appears to be a correlation between USB use and failure to start, or the above issue.

    May I know which Bluetooth mouse and keyboard is this? Does it use a USB dongle? 

    Please run these steps on your Surface Laptop 3 and check if the issue persist: 

    1: Run Surface Diagnostic Toolkit and check Windows Update

    2: Update drivers and firmware

                                   Check what is the current OS Build of your Windows version by going to Settings > System > About

                                   Go to Download driver and firmware for Surface, choose Surface Laptop 3 then click Download on the next page.

                                   Choose the .msi file that matches your current OS Build and click Next.

                                   After downloading, run and install the .msi then Restart. 

    3: RunSystem File Checker Tool in Windows 10

    The package I bought is a Wireless 850  Keyboard and a Wireless 1000 Mouse.   USB dongle.

    I have run the steps you suggested and so far the mouse/laptop are working. 

    I have read that USBs can be a problem with this laptop generally. Is that the case,  is there any reason for it, and if so, how can I ameliorate the problem in future?
