My daughter is no longer using her surface. I want to give it to my mom. What is the best way to reset the surface and what will the new user need to do? Thank you

Thank you for posting your inquiry here in Microsoft Community, TomDiBari.

Try to use the reset this PC option in the settings. Select Start Windows logo Start button > Settings  >Update & Security  > Recovery. > Under Reset this PC, select Get started. > Then follow on-screen instructions.

The new user has to create her own Microsoft Account using her e-mail. After the reset, the device will start a fresh system just like the first time you set up the device. In the process of setting up everything, you can use her Microsoft Account as a log in option.
