    Hello, Meshari T AlMughamisi.

    Welcome to Microsoft Community!

Are you currently trying to format your Surface Pro 11?

You need to note that Surface devices need to obtain a specific recovery image to create a USB drive. We need to go to the following site to get it:

Surface Recovery Image Download - Microsoft Support

I'm not sure for the moment how you created the recovery media previously. If you are using a regular Windows ISO, you may run into surprises. Regular images usually don't contain the drivers needed for Surface devices, and they also don't contain the components needed for ARM devices.

Therefore you need to make sure that the media is created correctly. Then you can boot the device from USB following the guidelines in the support link below:

Creating and using a USB recovery drive for Surface - Microsoft Support

I am here looking forward to your progress and always support you.

    Best Regards.
