the Kindle desktop app won't work on RT, and you can't install Windows 10 on RT. Amazon has pulled the app from the Store (not Microsoft). You can use the Amazon cloud reader on your RT.
Kindle App for Windows 8.1
My kindle app didn't work this morning. After reading a few posts, i uninstalled my app and when I went to reinstall it, it's no longer available on my surfuce rt as I have Window's 8.1. It's telling me that I need Window's 10 but to get that I have to pay $199. Please tell me there is another way. I love my surface but I love reading even more.

2017-04-02T15:11:12+00:00 You will have to get a completely different tablet. The RT version of Windows is not a real, upgradeable operating system. Amazon pulled the plug on the Surface RT/Surface 2 Kindle apps.
You need a tablet that has an Intel based processor and it will come with Windows 10. Microsoft's online store sells several models from other PC makers if you want to keep the price tag down. I would personally recommend the Asus T102 which comes with a keyboard/touchpad, and a pen. In fact, that tablet is $100 cheaper than what the Surface RT sold for without the keyboard/cover (the high end model).
