I understand also how inconvenient this experience is having to replace the device and power supply leaving you unable to use the device for several days or weeks and you should not be having these kinds of issues on an expensive device.
Flashing LED on the power supply means a defective power supply or loose connection. However, based on the information you provided, considering that you have already tried some troubleshooting steps from Microsoft's support articles and since the issue persists even after replacing the charger, we can try some additional steps to isolate the problem.
First, let's check if the issue is with the Surface Pro 8 itself. Please follow these steps:
- Disconnect the charger from the Surface Pro 8.
- Power off the Surface Pro 8.
- Press and hold the Volume Up button and the Power button at the same time for 15 seconds.
- Release both buttons, wait for 10 seconds, and then press the Power button to turn on the Surface Pro 8.
- Once the Surface Pro 8 is turned on, connect the charger to it and check if it charges.
If issue persists, try also to change the orientation of the power connector by turning 180 degrees the connector that attaches to the side of the Surface and plug it on a different position.
