After reading your description, I understand that you are currently experiencing a problem with your Surface Slim Pen not charging.
There are usually 3 main reasons for this condition:
1. Keyboard charging is disabled due to a device driver issue.
2. Keyboard charging slot is damaged.
3. Surface Slim Pen is faulty.
Then we can first troubleshoot the driver or system level and try to manually get your Surface driver and firmware installation package. This will help troubleshoot potential drive issues and maintain device performance:

You will use the drop-down list to select the model for your device to download.
After downloading, restart the device to apply the driver update and see if it can be charged. If the problem originated with the driver, the above steps are usually effective.
If you still can't charge, continue to refer to the following to troubleshoot hardware issues with your keyboard and Surface Slim Pen.
We can determine the current situation with the help of Surface Slim Pen's LED indicator. Press and hold the top button of the stylus for 5-7 seconds and then observe the LED indicator.
LEDs that still light up, try resetting the Surface Slim Pen:
Unpair and re-pair your Surface Pen. Go to Settings > Devices > Bluetooth & other devices, remove the Surface Pen, and then pair it again by pressing and holding the top button for 7 seconds until the LED flashes.
After completing the reset, observe if it is able to charge.
If the LED fails to light up, then that Surface Slim Pen has run out of power. We need to troubleshoot the keyboard further.
In a more direct way, you can try using another Surface Pen into the charging slot and observe if it works. This will directly help us confirm if the problem is originating from the charging slot of the keyboard.

- Click "Contact Support" at the bottom.
- Select "Technical Support" and click "Confirm".
- You will see "Chat support" and "phone support" options, please contact them during working hours, you will get one-to-one support services.
