Has the Surface Book 2 400Mhz throttle been solved?

Has this been fixed yet?

My +$3K Surface Book 2 15 has been sitting on my shelf unused due to this. I had to buy a replacement laptop :(

    As of 10/8/2019 6.49AM EDT, all Insiders in Release Preview are offered 1909 which is NOT the current release version of Windows 10. 

    Are these updates for throttling and NVidia issues firmware or drivers? 

     Selecting Release Preview will keep you on the current released version of Windows but provide you the latest Surface updates before they are more broadly available.  You can always go to Settings > Update & Security > Windows Insider Program to opt-out of receiving preview updates.

    Installed the firmware/system updates - didn't solve the issue...

    Still warms up and throttles down to 400MHz when the device is connected to the dock and lid is closed.

    Thank you for reporting the issue. We are testing a fix that will release as soon as it passes our quality testing.  When the fix is released it will be made available through Windows Update.
