Switch app gesture has changed behavior

A couple of days ago I experienced some problems with the touchpad of my Surface Book 2. I basically lost control over the touchpad. I could for example just move up and down with one finger and the document I was viewing was scrolling just as if I was using the 2-finger gesture (which I wasn't). 

The next day I could use the touchpad again, but one little thing had changed. I use swiping left and right with 3 fingers to switch between apps. Before I could just swipe briefly to the left with three fingers and would swap to a second app, doing it again right afterwards would get me back to the first window (despite more windows being open). This is the same behavior as using ALT + TAB multiple times. And I really loved this because it let me change quickly between apps. 

Now, when I do the same gesture to the left, the small multi task window shows (just as when hitting ALT+TAB), but the app does not change. I used this every single time I used the Surface and from one moment to the other it was not working anymore. 

The gesture to the right does still work, albeit being a lot more sluggish and unreliable. Additionally, it will toggle through all the open apps and not just the two most recent ones. 

There does not seem to be any issue with 2 or 4 finger gestures. 

I already tried the Fresh Start option, but the issue is still there. 

Does anyone have an idea of what might have happened?

    First of all, we sincerely apologize for the inconvenience that had caused. We thank you for bringing this matter to our attention. For us to further assist you, we would like to know more about this issue.

    1. Have you made any changes on your device (e.g. settings or updates) before this issue occur?
    2. When did this issue occur?
    3. Have you tried to connect the Surface to the power supply and check if the issue still persist?
    4. Have you tried to detach and then reattach the keyboard?
    5. What windows version and OS build number that is currently installed on your Surface?

    Here are the few things we suggest you do:

    • Check Settings. Go to Settings > Devices > Touchpad and select Reset. Please observe the device. If it still not meet your expectations, try adjusting the settings, like Touchpad sensitivity.
    • Install and run Surface Diagnostic Toolkit. This toolkit resolves the most common Surface issues. Please follow on-screen instructions posted and Restart your device after performing the toolkit.

    Thanks for getting back at me, Abygaille!

    1. I have not made any changes prior to the issue. Neither was an update installed right before the issue occured.
    2. It occured early last week, tuesday I think. As I said, it started with an almost complete malfunction of the touchpad (e.g. several second lag between touching the pad and the mouse cursor moving, one finger movement detected as two-finger gestures), the day after it worked again but the three-finger gesture was not working as it was before, or as the ALT+TAB short is working.
    3. Yes, I tried with and without power supply. I have done a "Fresh Start" and I tried to update the touchpad drivers (which were up to date, according to Windows). I have also run a complete security scan with the onboard security tool.
    4. Yes.
    5. Version 1809, OS build 17763.292

    I have now also run the Diagnostic Toolkit, no problems were detected. 

    The touchpad settings were resetted during the Fresh Start. And I have also played around with the sensitivity, however, none of this made any changes.

    First of all, we sincerely apologize for the late response and we thank you for answering our questions. Since you have mentioned that even Fresh Start didn't solve the issue, have you tried to fully reset the device by Resetting within Windows or by using a USB Recovery Image?
