I can understand your desire to project the Surface Pro 11 onto your TV, but it depends on how you plan to do it, whether you want to use a cable connection directly or a wireless projection.
1. Connect with a data cable.
This is the most direct and conventional projection method. However, you need to focus on the cable you are using and whether you are using some USB adapters from third parties.
If the cable and USB adapter are not compatible with the Surface, then the TV will most likely not show up in the projection list.
Therefore, you may need these cables or adapters specifically designed for Surface:

Second, check if the TV has projection-related Settings. Some brands of TVS may have a setting similar to "projection mode", which requires the TV to be set to this state before it can be used as an external display.
2. Use wireless projection.
I'm not sure how you project images from the iPhone screen onto the TV, because as far as I know, the iPhone must use Air Play to project images to the TV, and this feature is only available on Apple devices, including Apple TV, iPhone, and iPad. Or use any third-party projection software, as the Miracast is not supported on Apple devices.
So, if you're using an Apple TV, which doesn't support Miracast, you can only use a compatible cable or adapter for projection.
However, if you're not using an Apple TV, check with your TV's supplier to make sure Miracast is supported as a matter of priority. If it is supported, follow the steps in the link below to perform the projection operation:
