Rubber strip sticking out of my Laptop 4, why is this happening?

I just bought this laptop and had it for 2 days but there’s a rubber strip sticking out at the bottom on the laptop close to the vents, why is this happening? It also seems to be covering the wires inside the laptop from dust.
