Driver problem (Code 19) on Surface Pro 3 (Surface Cover firmware & Telemetry, Bluetooth Low Energy GATT)

I've recently started receiving notifications of a driver problem. In fact, when I look at: 

Windows Defender/Device Performance and Health/Health Report/Device Driver

There is 1 recommendation saying there's a problem with a driver and to run the Hardware and Devices troubleshooter to try to resolve this.

OK...Cool. So I do this and I see a report telling me there are errors with a list of devices and to select one to troubleshoot. 

  1. Surface Type Cover Firmware Update has a driver problem
  2. Surface Cover Telemetry has a driver problem
  3. Bluetooth Low Energy GATT compliant HID device has a driver problem
  4. I don't see my device listed

I have gone through this many time to no avail. No matter what I select, I'm told the current driver is the best choice and nothing at all changes except the time I spent trying to remedy the issue.

If I look at the Device Manager, I indeed see all three items with an "!" over the device listing icon so there does appear, at least to the system that there is a problem with the three items.

If I double click on any of these to view the properties, under Device Status, I see the following message:

Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

I have tried in vain to update the drivers. All three tell me the same thing, the current driver is the best. The other options is attempting to use Windows Update to find the best driver...no luck there. I keep my device up to date so nothing shows at all. All 3 of these problems show up no matter how many times I shutdown/start or restart.

The other options I see at my disposal is to either disable the drivers (and watch these things not work) or I can uninstall the drivers and hope that upon restarting my Surface Pro 3, it will automatically install the drivers with either a working version or install them correctly. I have been hesitant to do this because if it doesn't work, what then? I don't have copies of the driver install files. The Surface does not come with a recovery and repair disc (no disc drive) although I do have an external CD/DVD/Bluray drive, but again no disc.

I will add that my Bluetooth seems to work. It's at least functional. It does occasionally take a bit to connect and sync with my FitBit Surge, but I've found that sometimes this due to a conflict with my smartphone trying to do the same, but other times it does seem to have problems connecting to or detecting my FitBit Surge My Surface Type Cover also seems to work fine. Occasionally the mouse pad will act up but it's usually the right or left click sticking and if I click on the opposite of the stuck one the problem fixes itself.

Should I uninstall these drivers and restart...one at a time of course...and run Windows Update?

If I uninstall the type cover driver, will I have to use the on-screen keyboard to login and then connect the keyboard and try Update or will my Surface see it's there and ask me about installing the drivers?

    There are some factors why you're getting the Code 19 error. One of which may be due to a corruption in Windows registry from a recent software change (uninstall and reinstall).
