Is there any way to connect an external CD drive to Surface Go? I have some digitizing software that unfortunately comes with an installation CD.

Yes. You would need to connect a USB C hub for a USB CD drive since those are usually USB A. Then you can install.
Note that Surface Go comes with Windows 10 in S Mode, so unless you already have exited S Mode, you will not be able to install the software from the CD. See this FAQ about S Mode for more details on S Mode.
