You don't have to shutdown your Surface device while it's updating. Doing so will corrupt those updates that need to be installed on your Surface device causing this kind of issue to exist. Now, you'll need to force shutdown the Surface device by pressing and holding the power button for 15-20 seconds or up until the screen will turn off. Once done, you may restart the Surface device and see if this works okay now.
If in case the issue persists, then we may have to reimage the Surface device and this will reset the device back to its factory settings. Please let me know if the above mentioned steps did resolve this issue. Otherwise, I'll send you the steps to reimage the Surface device.
