Surface Mouse Doesn't work as expected

I have recently got a Surface Bluetooth touch mouse with my Surface Pro 4 and I don't find it working as expected with my Windows 10 on my Macbook installed with Bootcamp, scrolling doesn't feel natural and precise, and cursor works but scrolling sucks with Mac OS. Is there any driver to fix the clutter scrolling issue with MacOS? Or get precise scrolling on Windows Bootcamp?

Thanks, I don't find it worth for my bucks.

    Yeah i am using Microsoft Surface Arc Bluetooth Mouse, the one with touch surface on the head.

    I am using MacOS High Sierra, okay Mac aside, even in Windows:

    • Choppy scrolling on win32 apps, and no precision scrolling on UWP apps.
    • Registers are left click if i click with two fingers, Cannot even change that. 
    • Horizontal Scrolling sucks, seriously not worth for that budget, Apple Magic Mouse is far greater and incomparable to this piece of ****.
