You can open the Store app on your Surface to search for your desired apps. The Waze app is not available for Surface devices as of now. Here is the link that will take you to where you can download Waze for other mobile devices by Microsoft.

They don't offer a Windows App only a PHONE app which you can't install. You can't download an Android or iOS app and use on Windows, sorry.

that is for the PHONE App. You should know that it will not work on
Windows/Surface.
