As above, theres a 100% static electricity shock from my surface book 2, i knew theres same problem when charging too, but this is a next level, the static electricity shock when i plug in an extension monitor through usb c is about 2 to 3 times stronger compare to charging, how to solve this?

I suggest you have a qualified, licensed electrician inspect your building or home's electrical system.

As a former electronics technician and someone who has used computers for over 35 years including building and repairing them both professionally and personally, I can tell you that what you are feeling is not static electricity. This is an electrical charge. Computers and peripherals operate at lower voltages (except power supplies) than other things like lamps or toasters. That is why you think that it is only static electricity. The question, then, is where is the charge coming from. To troubleshoot this, I would try plugging other devices into the USB C style port to see if the electric shock that you are receiving is coming from your laptop or the extension monitor. We used to call this type of troubleshooting swapping. You did mention that you receive a shock when you charge your laptop. It is my guess that there is a problem with the laptop port. After plugging and unplugging devices many times, the port has been moved so that the connections to the board are loosened, This is especially true these days with so much SMT (surface mount technology). This is a short in the circuit. In either case, you have a problem with an electronic device. If you know how to repair electronics and have the right equipment, you can fix it. Otherwise, you should take it to someone who does know how to repair electronics, be that a friend who repairs computers or a store that repairs computers. Good luck.

Thanks for the reply, my god so it means this could probably become a stronger shock in the future if i don't fix it? I didn't realize this could be electric shock, this is scary!

That gives you the answer. If it only happens with the laptop, it is the laptop and not something else.
