Microsoft Complete for BUSINESS Extended Hardware Service Plan

This is reference to MS Mfr. Product # is: A9W-00005.

1. How does one purchase the "Microsoft Complete for BUSINESS Extended Hardware Service Plan" for the Surface Pro 3?
2. Can this service plan be purchased at the same time as the hardware purchase from the MicrosoftStore web site?
3. Can this service plan be purchased at the same time as the hardware purchase by phone order?
4. Can this service plan be purchases at the same time as the hardware purchase at a MS brick and mortar store?

MS Website directs you to 3rd party - PC Connection. CDW, Prosys, etc. All of which have unacceptable return policies.

Phone call resulted in speaking with 3 different MS support groups and then routed back to 1st group.

This is a BUSINESS purchase for a 1 employee corporation that has been in business 20+ years.
