I understand you're having issues with your Surface device. Happy to help and provide more options here.
To further isolate the issue please allow us to ask a few questions.
- What version of Windows is your Surface device running?
- Do you happen to have extra cables such as HDMI? Please try to use that cable to connect your external monitor and see if it works.
- Could you please try to toggle through the settings on your portable monitor and set it to the right input.
Before considering any troubleshooting options, please first make sure your device is up to date. To check for updates, just follow these steps:
Start> Settings> Update & Security> Windows Update> then check for updates and install any available updates.
Run Surface Diagnostics Toolkit and complete task here Fix common Surface problems using the Surface app and Surface Diagnostic Toolkit - Microsoft Support.
Please try to force your device to shut down and restart. Press and hold power button for 20seconds, wait for the Windows logo to appear, once it does, release the button and wait for your Surface device to restart.
