I know this is [almost] a dead question, but... I just read Win 11 can run on ARM devices if this is so it would sure be nice if the "Team" would somehow make this possible on an RT to make these more than just a paper weight. Thanks

That is correct. If you are interested in an ARM based Windows 11 device, the Surface Pro 9 with 5G offers this. More information here:

Regarding the Surface RT device that was released 12 years ago, while it uses a very early ARM based processor, it is nowhere near meeting the requirements required from a modern OS.
