Surface 3 Windows using 2 MAC address?

On my Surface 3 on occasion my network will report a duplicate IP Address.  When I look into it one address is the WiFi NIC c0:33:5e:XX:YY:ZZ and then a near duplicate C0:33:74:XX:YY:ZZ.  The only difference is the 3rd number out of the 6 other numbers.  All other numbers in the address are identical.  Is this expected behavior?  And if so why?  If not what is the fix?

    Is this happening on any other networks?

    When did this start happening?

    Can you confirm that Surface is fully up to date, and all updates are successfully installed?

    What is Surface doing before these events happen?

    Sorry to hear you are having problems with Surface 3 on this network.

    Is this happening on any other networks?  UNKNOWN AS NO OBVIOUS SYMTOM SHOWS ON THE SURFACE

    When did this start happening?  ABOUT 5 MONTHS AGO WHEN MY NETWORK FLAGGED AND REPORTED IT AND ONLY OCCURS ONCE PER MONTH APPROXIMATELY

    Can you confirm that Surface is fully up to date, and all updates are successfully installed?  YES, NO REPORTED INSTALLATION ISSUES

    What is Surface doing before these events happen?  AGAIN THE SURFACE SHOWS NO SIGN OF THE PROBLEM THAT I CAN DETERMINE.

    Answers inline above in CAPS.  I will go through the logs again on the surface.  The problem is reported by my router/firewall, not by the surface.

    Did some checking.  The first event was Oct 12, 2015, Only the 5th and 6th number matched

    The second event was Oct 30, 2015 and only the 1st, 5th and 6th numbers matched

    The 3rd and most recent event was Nov 27, 2015 and only the 3rd number was different.

    There is nothing in the event log on the surface that correlates to these dates and times that indicates a problem.

    Check the MAC address on Surface.  Does it appear to be changing when you get these errors?

    Is it possible that you are seeing other devices on your network?

    Did some checking and one of the 2 MAC's is always consistent with the actual WiFi NIC MAC.  Checked the Surface  event logs and cannot find a specific entry for a duplicate IP.   The other challenge is the problem only shows up once every 2 weeks to a month.  So not very frequent. 

    The only other consistent attribute is the last 2 octets or numbers are what is the same.  I can find nothing on my network that overlaps those last 2 numbers.
