Surface Pro 7 touch screen not working even after recovery to an earlier version Windows

I use a Surface Pro 7 installed 21H1 Win10 and the latest updates.

But its touch screen and pen didn't work well after I installed the August firmware update. It starts to stop responding after a short while after booting or waking up from sleep.

Even when finger touch works well occasionally after I wake up my Surface from sleep, touch screen immediately stops responding after I use the Surface Pen inking on Whiteboard or OneNote.

Now I use USB recovery drive to roll back to 2009 Win10, but nothing changes.

    The next time it is in a non working condition, boot to the UEFI and see if touch is working there and if you can navigate using touch.

    1. Shut down your Surface.
    2. Press and hold the volume-up button on your Surface and at the same time, press and release the power button.
    3. When you see the Surface logo, release the volume-up button.
      The UEFI menu will display within a few seconds.

    If you can NOT use touch in the UEFI, this is definitely hardware and you need an exchange. To start an exchange online, see Check your Microsoft warranty and create service orders

    Thank you Barb. The first time I opened UEFI the touch screen works fine, but the second time it didn't work. So I now plan to order an exchange.
