I'm not ablte to (re)activate TPM on a Surface Pro 4 in UEFI. The following Message shows up, if I try to activate:
TPM failure
The system failed to change the state of the TPM. Please rebiit the system to try again.
Once I configurated the SP4 and activate BitLocker, I gave it to a user, last week i get it back. He told me the SP4 wants every reboot the BitLocker recovery key. So I decrypt the device and try to encrypt it again. With an USB an GPEdit, just to notice some time later that TPM is disabled in UEFI. So I decrypt again and tried many things:
still not able to activate TPM. I can set the UEFI Password, change the secure boot option and more, but not activate TPM...

So far my SP4 starts normally. I can use windows like normal. But not BitLocker so fare the TPM is still disabled. I can also go into the UEFI menu where you should normally change the TPM state.
All the described screens I haven't seen.
Also the "A black screen with configuration options like Trusted Platform Module and Secure Boot Control." My Surface UEFI got a white/grey black screen.
But both solutions for this problem I have done.
The Surface American Megatrends should be the solution for me, but how can I start this?

Just a heads up, these steps were made for Windows Vista. But it works perfectly with Windows 10.

I'm sorry to say, but I can't work with the tpm.msc. As long its still disabled in UEFI I think there is no way to manage it though windows.
When I run tpm.msc it says that no compatible device is found. So there is nothing to manage. Actions shows me only three commands, new window, refresh and help.
The device Manager shows “This device cannot start” Code 10
Whats is logical, as long the device is disabled. Updating driver/reinstall won't help.
If you are in the US, take your SP4 to the closest physical retail Microsoft
Store and have a technician work on it. If they can't fix it, they should be
able to exchange it (if it is out of warranty there will be a cost to do this).
