Thanks for reaching out to Microsoft Community. I'm sorry to hear about this issue on your device. I understand how important for you to setup the Windows Hello.
In this case, if it won't let you setup then this might be due to software issue which may be fixed by following the methods below.
Force a shut down and restart your Surface
- Press and hold down the power button until your Surface shuts down and restarts and you see the Windows logo screen (about 20 seconds), then release the power button.
Run the Surface Diagnostic Toolkit
- In the search box on the taskbar, type Surface Diagnostic Toolkit, then select it in the list of results.
If it's not already installed, you can download it from the Microsoft Store. - Follow the on-screen instructions in the Surface Diagnostic Toolkit.
Update Windows. Ensure all pending updates are installed.
- Check for Windows updates. Select Start > Settings > Windows Update.
Restart Windows Biometric Service
- Press Windows key + R, to open Run dialog box. Type services.msc and click on OK. Look for Windows Biometric Service, double click on it and click on Stop.
- Now, go to C:\Windows\System32\WinBioDatabase, take a backup of all the files inside the WinBioDatabase folder. After taking a backup of the files, delete all the files.
- Now, open Services by following first step, and restart the Windows Biometric Service.
Go to Start >> Settings >> Accounts >> Sign-in options and register the Face data again.
