Surface Pro 9 only boots to windows when holding volume down

I am trying to find out why my surface pro 9 goes straight to the bios when first booting. I cannot get it to boot into windows unless I power it all the way off, hold the volume down button, and then press power still holding the button.

Any suggestions?

    Regarding your query, most common reason for this issue is due to a corrupted operating system. I would highly suggest you perform a recovery image reset already. This option reimages the entire device, including the partition on the hard drive. It is the most complete form of reset. Before you begin, you must have at least an empty 16GB/32GB of USB Flash drive and it must be formatted to FAT32 prior to downloading the Recovery Image. 

    To proceed, please follow the detailed instructions in Creating and using a USB recovery drive for Surface - Microsoft Support.

    Hi there,

    I reset windows with a clean image link you provided.

    However the device still boots into the UEFI settings on every boot. It does appear to boot sometimes if I leave the device sitting for about 10 minutes.
