What does USB Suspend:USB device not entering selective suspend mean?

I did a battery report because my battery has been running out really quickly, it goes from 100% charge down to 0% within 45 minutes not on power saving~ on power saving it takes about 1 hour 30 minutes to run out. Anyway it came back with two errors, I can fix one easily but I don't know what the other one means.

    Hi rachelbrooker,

    Thank you for reaching out Microsoft Community. 

    The error simply means that the USB device connected to your Surface Go is also consuming power since it did not enter the selective suspend state. The Selective Suspend feature by the way suspends the USB device to efficiently maintain battery power by enabling the computer to turn off the USB device. However, sometimes this feature may not correctly wake up the USB device so this is when you get to notice issues like the USB device is suddenly unresponsive when you try to use it.     On the other hand, if we are to based it on the screenshot you provided, it identifies that the CPU utilization of your Surface device is high, so this is why it consumed much power and drain your battery faster. In this case, it would be best to check in Task Manager what are those applications that utilize the CPU more than the other apps so you would be able to stop it for the mean time and observe the battery's performance. 

    To further assist you whether your Surface Go has a hardware battery issue, can you tell us about the device battery's full charge capacity  and it's designed capacity from the most recent battery report?

    To run battery report :

    Type CMD on the search box next to the Windows icon and run it as administrator. Type powercfg /batteryreport /duration 14 and hit enter. A file path will appear and that's where you can find the battery report.

    If the full charge capacity is lower than the design capacity,  this will tell us that your Surface device is already having a hardware battery issue and there's a need for you to get a replacement for it,  that is if you prefer to use a Surface device where it's battery will last longer than the device you're using now.
