You were correct!
The updates I installed yesterday included 2022-05 Cumulative Update for .NET Framework 3.5 and 4.8 for Windows 11 for x64 (KB5013628), which may have been part of the cause of the problem.
I followed the link to your suggested fix, and using the instructions there I went to Windows Features, where I saw that ".NET Framework 3.5 (includes .NET 2.0 and 3.0)" was not checkmarked.
I checked the box, waited for the download, waited for files to be applied, and restarted.
