Surface laptop won't turn on

It's a defective refurbished replacement unit. The power light flashes and the laptop loads the windows logo and dies. I've tried two chargers in different sockets. The website only shows the original warranty period of the first laptop. The phone robot sends me to the website and the website wants $1240 to repair out of warranty. What can I do? How can I talk to a person??

    1. Use your personal Microsoft account (not your organization account) to access the following links:

    Contact - Microsoft Support

    1. Type Surface won't start, press Enter, and click "Contact Support" at the bottom:

    1. Select Technical Support and select the device model (Surface Laptop) you are currently using in Product family, then click Confirm:
