Same here. Happening on my right side.
There are several threads complaining about white noise with ANC is enabled. No specific solutions are out there.... Seems that replacements are the only way.

Hello,
I just purchase a pair of Surface headphones 2.
I can hear the slightest wind in my ears.
I saw this 2-year-old thread on it with no solution. https://answers.microsoft.com/en-us/surface/forum/all/managing-wind-noise/e12738f4-3733-4597-a85c-2f1dcb3458c5?auth=1
But I thought that was with the 1. generation
Does anybody have the same issue? And did you find a solution?

Hi Carlos
I got mine replaced it didn't help. Customer service told me "There arn't any solution" they are all born this way.
Something I tried: wear your headphones next to a music source, a speaker or your own smartphone playing music, for example.
The hissing should stop. This means the ANC simply does not work in quiet environments. Certain minimum level of noise is needed for the microphones to be picked up.
Hmm ok.
Maybe just give us the option to turn mic off. So it doesn't habe to pick up sound.
I'll expect a big company like Microsoft could make such feature
