I believe that you've read the following support links for some Surface Pen troubleshooting options:

But I think you might still want to try to figure out if the problem is coming from the Surface Book 1 screen or from the surface pen with no clip you're using.
In fact, if there is a Microsoft Surface store around you, then everything is very simple, bring your Surface and Surface Pen to the store, and then use the intact Surface in the store to test, you can intuitively determine whether the problem is from the Surface or the Surface Pen. But I can't guarantee you'll find a Surface store near you.
So here's the process I recommend:
- Try to reinstall the touch screen driver, complete steps are in Solution 3 of the link below.

- Manually download and install the driver and firmware package for Surface Book 1:
Download Surface Book Drivers and Firmware from Official Microsoft Download Center
After downloading and installing, restart your Surface Book 1 and see if this can be improved.
- Reset your Surface.
After backing up all the important data, click the Start menu -- Settings -- System --Recovery-Reset PC. You can try to retain personal data as a priority, but if the problem persists, it is recommended that you choose "Do not retain any data".
