After doing a re-install of Windows on the device, does the issue immediately occurs again or it occurs only after setting up the device again with your apps and programs?
Please try first to boot the device to its UEFI screen. See this page for the steps on How to get to the UEFI settings. Once you are on the UEFI screen, please got Devices then look for the IR, Front and Rear camera options. Disable them for about seconds then back to enabled. Choose Exit > Restart now . After the restart, please observe if issue persist. If it does, please run these steps below:
1: Run Surface Diagnostic Toolkit and check Windows Update
2: Update drivers and firmware
Check what is the current OS Build of your Windows version by going to Settings > System > About.
Go to Download driver and firmware for Surface, choose Surface Book 2 then click Download on the next page.
Choose the .msi file that matches your current OS Build and click Next.
After downloading, run and install the .msi then Restart.
