Take out the battery, turn the battery upside-down put it back in, problem solved.
How do I turn off the Surface Pen?
I just got a Surface Pro that came with a Surface Pen. It appears the pen is on all the time. I'm not likely to use it a lot, and in any event wonder if it needs to be turned off when flying.
Is there a way to turn it off?

use, just remove the battery (or flip it around). Holding down the button
triggers the blue tooth pairing. If the pen is blinking on its own, go into
bluetooth settings, select the pen, and remove the device. Then discover it
again by holding down the button and pair it again.

When I started to follow this suggestion, I found that the LED light on the pen was not lit. I had turned off the Surface a couple of hours ago, and I guess the pen is smart enough to figure out at some point that it has nothing to talk to.
When I held the top button down, the LED light began blinking and would not stop when I tried holding it down again. But it did quit blinking after a few minutes.
Sometime I'll turn the Surface on and find out if the pen starts blinking on its own, then see if it stops (a) if I put the Surface in airplane mode or (b) if I try pressing the top button as you suggest.
So, I don't know if my problem is solved or not. If the bluetooth in the pen comes on every time the Surface is turned on, even if it's in airplane mode, I'm guessing that the better solution is to remove the batteries, as the other response suggested.

2019-08-21T15:37:09+00:00 Actually, my concern is not with battery life. It is with having bluetooth going when the airlines say they want that sort of stuff turned off. I'm going to do the battery thing, anyway, because it appears to be the best answer.
