Thanks for reaching Microsoft Surface Community. We completely understand your concern. However, the recovery key can only be generated on the Microsoft Account that you set up on the device. We do have some suggestions below that serves as a resolution.
Suggestions 1:
If you are on that screen on where it ask for a Recovery key, try to check below and look for "Skip this Drive". Try clicking or Tapping that and observed if that helps you boot back to Windows. If not proceed on the next suggestion.
Suggestions 2:
Since you can't remember the Microsoft Account that you set up on the device Proceed on doing this:
Try doing Recovery Image on it.

· This option reimages the entire device, including the partition on the hard drive.
· It is the most complete form of reset.
· You will need to back up their personal data.
· You will need to reinstall desktop apps. Customers will need to run updates after completion.
If the issue occurs after a reset, then the root cause is very likely hardware related.
Note: Doing the Recovery Image will wipe everything on your Surface device. If you're near on aMicrosoft Storein your area, before you do the Recovery Image, you may visit there and ask for assistance in doing a Recovery on your files.
