Surface power cover fake charge

I recently bought a refurbished surface pro, and then I even more recently bought a surface power cover. My surface power cover will currently function as keyboard, but when I plug in my surface to charge with the power cover attached, the power cover (battery 2) will read as either 0% or 100%. unplug it when the surface is fully charged, and it will hold that 100% for a bit but then not too terribly long after using the surface on battery (less than 30 minutes), the power cover will be at 0% and my surface will be at like 95% ish. What gives?

I've tried multiple restarts, checked for updates numerous times. Even did a refresh on my surface.

I will point out that when the surface is fully charged, and the windows says both battery are fully charged, the battery icon at the bottom will say 59% plugged in, not charging.

Any tips?

I did remove the sticker on the power cover reminding me to not attach the surface charging cord to the power cover.
