Surface Pro 4 video driver problem: MiniDP not working

Tried 3 different cables: Four foot no adapter, short HDMI with two different adapters

Tried 2 monitors one DVI with 2 adapters (at each end) and one HDMI with 1 adapter plus swapped the mini adapter as I had 2 minis

Windows 21h1 detected each monitor and it shows up in the device manager

Bringing up the display app shows strange results:

With no monitor connected see a "1"

With monitor connected see "1|2" BUT THE MONITOR IS NOT DETECTED and only the SP4 display is identified

When I run the Intel Graphics Control Panel I am told my drive is not Intel

I have i5-6700U, 6th gen and 21h1 so I downloaded from Intel the 520 HD graphics driver for my 6700U and 21h1

The install failed because my "driver was locked by the manufacturer".

Looking at the device manager I have Intel 520 HD graphics driver 10/11/2018

I would like to get the external monitor to work as THE DISPLAY IS FLICKERING HORRIBLY. I replaced the screen but it seems I have a Samsung instead of an LG or maybe the eBay vendor sold me a bad one. I am allowed to return it and thankfully I did not glue it back on after replacing so it is an easy swap.

Another problem, my fault, but need to be fixed. While trying to debug the external monitor problem I unthinkingly select 2nd monitor for the only display. Yes, it was stupid. Now, when I connect a 2nd monitor the screen of the SP4 immediately goes blank just as I had instructed it. How can I get the display to be mirrored or show up on the SP4 so I can debug the problem when I cannot see the display? WIN + P allowed me to duplicate the screen so the SP4 shows a desktop when the second monitor is connected.

The reason I want to get the 2nd monitor to work is to prove that the flickering screen is caused by the screen an not the SP4 itself.

I did connect a microsoft wireless adapter to the external monitor and its display did not flicker. Does that prove that the LCD screen is the problem?

I am running that SP4 diagnostic tool but all it is doing is upgrading to 21h2 as it didnt see a problem.

    You probably need the recommended ACTIVE CABLE Troubleshoot connecting Surface to a second screen (microsoft.com) which is Buy Surface Mini DisplayPort to HDMI 2.0 Adapter  - Microsoft Store - but don't spend money trying to prove the cause of the flickering. Microsoft knows about the flickering issue - Surface Pro 4 screen flickers or is scrambled (microsoft.com)
