There is a hardware/firmware problem with Surface book 3 and other Surface products where the CPU is dropped to reduce heat but then drops to 0.19GHz until it recovers. Unfortunately this happens without warning and the only way to recover is to wait or blast cool air at the back of the screen.
Microsoft support will only try to get you to reimage or offer to replace the device, neither is a cure. Microsoft support is provided by 3rd party and apparently cannot push up to Microsoft.
Has anyone managed to get in touch with Microsoft to try to resolve?

Hi, I have the same problem, I have the surface pro 8. When I use a clipchamp application for example the CPI drops to 396mhz on all cores. Yet the temperature is not that high (65) approximately. I am on high performance mode and plugged into AC power. I also noticed that the power modes disappear after several restarts. It is impossible to choose a new power mode except after a cmd command manipulation
It does look like a generic problem and disappointing that Microsoft have not addressed it.
