Surface Thunderbolt 4 dock connection issue with thunderbolt 3 XPS 9300

I used to have a thunderbolt 3 docking station which works very well with my XPS 9300 laptop (thunderbolt 3) connects to a 4k monitor and a fhd monitor.

But I also have a thunderbolt 4 dell laptop, with this thunderbolt 3 docking station, it fails 99% of time to detect the 2nd monitor so I have to directly connect to laptop.

Now I got a new Surface Thunderbolt 4 dock, this time, the thunderbolt 4 dell laptop works pretty well.

But when I connect this dock to my XPS, it got into a loop of initiating the dock connection process, the laptop display keeps adjusting itself and 2 external monitors keep off and on (able to show the images through)

I found out if I only connect my FHD monitor to dock, it works well, but not for single 4k monitor, it still get into the same loop.

Any suggestion?
