pairing a bluetooth keyboard to a microsoft surface pro 2

How do I pair a Microsoft Bluetooth keyboard to a Microsoft surface pro 2 running windows 10?

The keyboard doesn't appear on the Bluetooth and Other Devices page in settings.  I can't find a pairing button on the keyboard.
