Head over to a store nearby that sells the Surface tablets and ask to use one of their chargers to test your system, plug it in for a few minutes and then try turning it on. If it works on another charger, take the charger back and get a new one. If it doesn't work on another charger then your Surface might be dead.
New power lead -Surface RT won't charge
Recently my Surface RT power lead started emitting a high pitch noise and when i connected it to my Surface the LED didn't light up and the unit didn't charge. After contacting MS and establishing my Surface was 20 days over the warranty i shelled out £35 for a new charging lead. this has arrived now and when I plug it in the LED doesn't come on and the unit isn't charging. When i try and turn it on i only get the image of a battery. See screenshot. Can anyone help.

2014-03-28T09:29:38+00:00 Thanks for the reply guys. I tried with another lead and it seems the unit itself isn't working. It seems the only option I have is to pay £150 to get a replacement sent out. I'm not sure what to do as the life cycle on these units doesn't seem to be to last too long and it's a lot of money to repair something that's only a year old.

2014-03-29T13:34:18+00:00 Try cleaning the connectors on the Surface tablet and the power lead. If you use any kind of liquid to clean it with, use rubbing alcohol and make sure it's dry before plugging it in. A microfiber cloth works well, so do qtips.

2016-05-01T13:02:06+00:00 Had the same issue. Replaced the power supply, still didn't work. Figured the pins on the tablet were worn down, so I tried to pull them up a bit. Then I tried a tiny piece of aluminum foil just at each pin to see if one wasn't making the connection. All of the sudden, everything worked fine again. Still don't know why.
