Why is the batter not charging after 90 percent?

Hi there. My laptop reached 100 percent capacity and I plugged it (while still at 90%) as I was needing to do an interview and wanted to make sure it was fully charged but it isnt charging. Is there a certain percentage it has to be on before it starts charging, or does it seem to be something wrong with my charger?

    Thanks for reaching out to Microsoft Community. I'm sorry to hear that your device won't fully charged. I understand how concerning it is to have such problem.

    In this case, it might due to battery smart charging or limit mode, or an issue with battery driver. If I may ask, when did this issue start?

    Have you practiced discharging the device below 20% prior in charging again? And what Windows version your device running is?

    In the meantime, if this has something to do with the smart charging feature, try discharging the device below 20% before charging. This will automatically turn off the limitation and will charge the device to full capacity.

    Please also run these steps to ensure your device is updated.

    Force a shut down and restart your Surface

    • Press and hold down the power button until your Surface shuts down and restarts and you see the Windows logo screen (about 20 seconds), then release the power button.

    Run the Surface Diagnostic Toolkit

    • In the search box on the taskbar, type Surface Diagnostic Toolkit, then select it in the list of results.
      If it's not already installed, you can download it from the Microsoft Store.
    • Follow the on-screen instructions in the Surface Diagnostic Toolkit.

    Update Windows. Ensure all pending updates are installed.

    • Check for Windows updates. Select Start > Settings > Windows Update.
